Solid action files such as /usr/share/
The translations are stripped when uploaded
Although we have translations in language packs e.g. desktop_

The file you gave as example is translated (about 50 languages) on my system (Oneiric/KDE 4.74).
I (randomly) checked some other files in that directory and most of them are translated (some vlc-open* files not).
