Use intuitive popup scrollbars

Bug Description

This would just give Ubuntu more edge and make it even more intuitive. Although for people used to the old style scrollbar it may be intimidating at first glance, within a couple of clicks, it would immedately become another reason to get hooked on Ubuntu :)

Thank you for your suggestion. However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum. I'd call this a bug. The visible-on-mouseover scrollbars introduced in 11.04 are slow, are unreliable, and are a usability/accessibility nightmare. The old-style scrollbars at least worked.

Suggested fix: open the software center and disable the new-style scrollbars.
