Remove 03-remove-discharging-notify.patch from packaging during upgrade to 2.27.92+

Bug Description

While fixing all the strings and suggestions as proposed on the Ayatana mailing list:

the notify OSD spec changed from saying we should remove the notification when we switch to battery power to saying we should show more information:

Upstream has accepted our string changes, so we can drop 03-remove-discharging-notify.patch:

(this can be done whenever the next version of GPM comes out, I just wanted to let the next uploader know that it can be dropped)

  * debian/patches/03-remove-discharging-notify.patch:
    - Removed because of new notify OSD spec (LP: #419858)
      Upstream accepted our change so the notification matches Ubuntu's spec
