Bug Description
Binary package hint: gnome-orca
Orca jumps directly to buttons instead of reading the panel content.
Steps to reproduce:
1. Start Ubiquity installer
2. Orca reads the panel title and jumps to quit, back and forward buttons
Upstream Developers Comment:
I think this is a downstream problem. The distribution really should take responsible for making their custom applications accessible.

Moving to the ubiquity source package in Ubuntu; we don't use the ubiquity upstream project in Launchpad for bug reporting.
