I actually have no idea about this. Was doing several things with gimp at the time and didn't notice this going up the flume.

occurred when I was doing sudo aptitude update && sudo aptitude safe-upgrade on Lucid 32 bit.

I can confirm this as effecting me as well. I am using the English locale but sometimes change to a virtual Spanish keyboard. I have both keymaps stored in memory for fast switching.

I was doing today's update with Update Manager and the crash report come up. Lucid i386.

Nope, sudo dpkg-reconfigure does nothing for the problem.

What it has done for me is

sudo apt-get purge locales
sudo apt-get install --reinstall locales

and reinstall all the autoremoved packages from step 1.

Why is my system locale considered as invalid then?
