eucalyptus-cloud should depend on mail-transport-agent

Bug Description

The Eucalyptus Cloud Controller needs to send an email when a user account is being created (the "confirmation" email). To do so, there need to be a local MTA running. As such, eucalyptus-cloud should depend on (or maybe just suggest/recommend) mail-transport-agent.

The problem would be entirely avoided if the Eucalyptus Cloud Controller did not had a hard dependency on a local MTA. I filed a bug against Eucalyptus (#364904) on the subject.

This was fixed in r605 and thus in eucalyptus 1.6~bzr854-0ubuntu6, although we forgot to mention it in the changelog so the bug didn't get automatically closed.
