I can confirm this bug on Hardy Heron beta with all updates. Could this problem be the same as https://bugs.launchpad.net/ubuntu/+source/elisa/+bug/186933 ?

I have solved this error installing python-setuptools. I think that this bug is related to #208308.

I can confirm that. It just needs a dependency upon python-setuptools.

elisa depends on python-elisa which depends on python-pkg-resources | python-setuptools; could you please tell me whether removing/installing python-setuptools when python-pkg-resources is installed changes anything?

I agree, python-elisa should depend on python-setuptools. This is required for the egg_parser we have in elisa.extern.
