Please sync cppcheck 1.44-1 (universe) from Debian unstable (main)

Changelog entries since current maverick version 1.43-3:

  * New upstream release
  * Zachary Blair and Martin Ettl added to copyright file
  * control: Standars-version changed 3.8.4 -> 3.9.0

The reason I am subscribing the release team and not checking myself is that they are the ones who take decisions on bugfix-only upstream updates.
