Bug Description

Please sync config-manager 0.4-2 (universe) from Debian unstable (main)

Explanation of FeatureFreeze exception:
This is a runtime dep for PQM, a useful tool folk use with bzr; having that
be easy to install would be very nice ;). It used to be in Ubuntu & Debian,
but was removed after some confusion about whether it was abandoned it -
which I had not :). Anyhow, this has no reverse deps or complex depends to
throw things out, it should be totally safe to allow in.
