Please sync bicyclerepair 0.9-6 (main) from Debian unstable (main)

Changelog entries since current karmic version 0.9-4.3:

bicyclerepair (0.9-6) unstable; urgency=low

  * Add binary-arch rules target. Closes:395580
  * Change emacs loader code to use python-mode-map rather than py-mode-map.
    Closes: 380590

bicyclerepair (0.9-5) unstable; urgency=low

  * Conform with Vim addon policy. Closes: #464817
  * Move debhelper depends to B-D, to fix
    clean-should-be-satisfied-by-build-depends.
  * Improve documentation in README.Debian.

Or we can move bicyclerepair to universe. It's in main because its python, AFAIK.

vim-addon-manager is required by the vim policy in Debian (which is a
nuisance policy for BRM, but makes sense for other packages :().

I unseeded bicyclerepair, since it's not really being maintained in main, and it's better to keep it synced. I moved it to universe now.
