old .Xmodmap files can cause hotkeys to stop working in Intrepid

Bug Description

slangasek found that with a ~/.Xmodmap file present (from hardy), his hotkeys stopped working. The suspicion is the move to evdev changed the mapping of the hotkeys. See bug 267682 for reference.

It would probably make sense to add mention of this in the release notes.

Bugs 251247 and 263631 may be worth reviewing; I'm not sure they're dupes but they also describe recent problems with .Xmodmap.

This bug was reported in the Intrepid development cycle; removing regression-potential tag and marking as regression-release.

I'm not sure we can even reasonably consider it a bug at all, as opposed to a backwards-incompatibility that needs to be documented. But this certainly doesn't belong to the 'hotkeys' package, which is a completely unrelated daemon in universe!
