Bug Description

as discussed in foundations/platform team meeting this is considered worth pursuing for intrepid after feature freeze.

This FFe comprises the mobile-broadband-provider-info (database) and the libmbca (wizard library) package which eventually will enter main.

as this will go into main asap, i directly subscribed ubuntu-release (and not motu-release). Please sign off as the upload is already going up.

Further, milestoning for alpha-6 as especially the broadband provider database needs feedback and data-polishing during beta.
