Translations: gitk-git .pot template is missing, existing .po files useless

When scanning the import queue in Launchpad Rosetta for issues that need manual intervention, I found the following issue with the git-core package, which prevents a smooth import into Launchpad Rosetta and causes the Ubuntu Translation Coordinators to manually adjust or remove .po files.
in the po/gitk-git/ directory the gitk-git.pot template file is missing. Therefor corresponding .po files cannot be imported into Rosetta and won't appear in the language-packs.
If the translations are not used anyways, please consider to remove the po/gitk-git/ directory.
If the translations should be used, please fix the build script to actually build the .pot file.

I am not sure TCL is not using .mo files for gettext but a custom .msg TCL catalog.
