Lucid start page does not declare the charset

Bug Description

Hi!
In Ubuntu 10.04 Lucid's translated start page: http://l10n.ubuntu.tla.ro/startpage-10.04/Yahoo/index.html.ast has wrong code page.

Same for index.html.ar and many other languages.

"Andecha cola Comunidá" must be "Andecha cola Comunidá".
"Páxina d'entamu d'Ubuntu" must be "Páxina d'entamu d'Ubuntu".

In HTML5 the charset can be declared using „<meta charset="utf-8">”, but I guess it is better to set the HTML4 style charset „<meta http-equiv="Content-Type" content="text/html; charset=utf-8">”
