please remove old packaging guide

Bug Description

Please remove the old packaging guide at http://doc.ubuntu.com/ubuntu/packagingguide/C/ . The most up-to-date packaging guide is available at https://wiki.ubuntu.com/PackagingGuide/Complete . Having two versions is confusing, especially as the old one is the first hit if you google for "ubuntu packaging guide", and there is no real indication that there is a newer one available. Also, the new guide is on a wiki so it is easier to contribute too.
