Bug Description
Would like if ubottu could msg the issuer and say in #ubuntu-ops of @mark when the user joins #channel the @mark applies to.
Would help the ops to keep track of and follow up with users who have had @mark set on them.
Example:
user1 has joined #ubuntu a @mark has been issued. link: http://

I don't think we can have ubottu query the db for every join, is slow and we will run into locking issues more often. Probably we can workaround it by loading the marked users into memory, but I think this should wait until Bantracker2 with mysql is ready.
