Bug Description

When test runners blow up, they may output no tests at all, so it would be good to be able to say 'if you get no tests something has gone catastrophically wrong' (which is separate but related to 'monitor test runner processes a bit more closely')

This seems like an upstream issue too, though on the runner side - filed on http://bugs.python.org/issue18232. We can incorporate the same CLI for consistency.
