Disabled archives should automatically have their waiting builds removed

Bug Description
PPAs and "copy" archives can be disabled by users. However, any builds that are pending will forever clog the database and show as waiting builds that will never build.
Therefore, when an archive is disabled, after a certain stay of execution in case of accidental disablement, we should mark all NEEDSBUILD builds as superseded and remove the corresponding buildqueue entries.

For the time being we'll use the JobStatus.SUSPENDED value to mark such builds as suspended so we can ignore them when e.g. selecting candidate jobs for idle builders.
