Bug Description
To offset the increasing wait time for packages to build in PPAs, PPAs with lower activity levels should have higher build scores or PPAs that activity usage indicates its primary function is daily builds should have lower build scores.

Cody, I'm pretty sure this is a dupe of bug 382804, which we implemented for you a few months ago. If some PPAs in particular need a relative score set, let me know.
