PPAs with lower activity levels should have higher build score

Bug Description

To offset the increasing wait time for packages to build in PPAs, PPAs with lower activity levels should have higher build scores or PPAs that activity usage indicates its primary function is daily builds should have lower build scores.

Cody, I'm pretty sure this is a dupe of bug 382804, which we implemented for you a few months ago. If some PPAs in particular need a relative score set, let me know.

No, this isn't a dupe. This isn't for the OEM Services team either. I'm simply suggesting a possible improvement to build queue scoring as the time to have a package built in a normal PPA is growing noticeably now due to the growing popularity of automatic daily builds using tools like bzr-builder. People who are uploading dozens of packages each day that might not even be different from yesterday probably aren't sitting around waiting like someone who is trying to test a bug fix.

Ok I misunderstood your request there, apologies.

I'd like to get some more feedback on this from anyone who's interested, so let's leave the bug open. It would be nice to get some clearer aims, algorithms and benefits.

This bug goes into the same direction as bug 393546 which is about the daily PPAs "blocking" the normal PPA usage too much.

Couple of ideas:
 * automatically reduce all the outstanding build scores for each new outstanding build created for a PPA.
 * new build score is proportional to the time since the last build (up to a maximum)
