Ubuntu and PPA buildds are separate pools

Bug Description

It's an eventual goal to convert all our x86 buildds to a pool that can be used by both distro and PPA. This will present some interesting issues that need to be considered, like scoring of builds to make sure that distro always builds before PPA, cosmetic things like "how the heck do we represent this on /+builds" and other things not yet thought of. This bug can server as a dumping ground for brainstorm "gotchas" in this plan that need to be overcome.

Note that bug 285205 is definitely a dependency of this one, and if we don't want to re-think the scoring and queueing problems twice in a row, bug 285206 is probably also a candidate for dependency.

the way we do scoring and queuing is a problem indeed, the official builds don't make it better or worse - I think this bug should purely focus on the technical aspects (e.g. unvirtualised arches)
