Bug Description

After rebuild archives are added to the database the process-death-row script fails with an exception.

Is this still relevant? REBUILD archives no longer exist, and COPY archives are not included in either of the categories that process-death-row runs over.

I don't think it is - at least it's not a problem *now* because we're not publishing copy archives. And when we do start publishing them, we'll necessarily add the publisher configuration for copy archives.

However, it's not certain whether we'll ever need to run death row over copy archives anyway.
