PackageDiff subsystem doesn't work for diffing different SourcePackageRelease with the same files

Bug Description

The current mechanism used in PackageDiff to download the files to be diffed doesn't cope with different SourcePackageReleases containing the same files.

This situation is possible because a ubuntu package can be re-uploaded to a PPA without changes, which is not a problem by itself. In such cases a empty diff should be expected.
