Bug Description

Hi!

Today I've submitted afbinit to PPA to test it against Debian changes, to see if it can be synced, but when I ask on #launchpad about sparc ppa build server, it doesn't have one, only for i386 / amd64 :(

I think my package shouldn't be accepted or even published, it archicteture is sparc or another one that isn't available on PPA.

What I mean is... when arch is specific and not available, and not "all" or "any".

I've uploaded a package to Intrepid. It was accepted, but 5 hours ago there was no sign of build records.
Celso has told me the package should have rejected, as Intrepid isn't opened yet (so this doesn't affect only the architecture, but more cases too)
