ExternalSources toolbox says ES is not installed

Bug Description

When runnning my trunk (buildout) and editing a document with Kupu the ExternalSources toolbox says "The external sources product is not installed. This tool is disabled.". However, it *is* installed and when I put the cursor in a code source, the toolbox reloads, lights up and displays the parameters form. But when the cursor is elsewhere, the toolbox thinks it's missing something, and so it's not possible to add an ES either.

Now I see that this message shows up if there are no external sources in the root or acquisition path. Maybe we should just change the message to say "No External Sources are available in this area of the site." And not say "This tool is disabled." (I think that's a separate message).

AFAIK the entire toolbox doesn't appear if ES is not installed.

the signature for service_extensions.is_installed changed between Silva 2.1 and Silva 2.2. The ES tool has been updated to reflect this change and no longer displays the "ES is not installed" message when ES is in fact installed.

I've also updated the "no external sources are found" message to reflect Kit's recommendation.
