Bug Description
What is the expected behavior for doing an import/export round trip? I thought the intention was that I could export everything into a .csv, make some changes, and re-import the same spreadsheet to upload those changes. This would require handling duplicate objects (export and import the same year/terms, etc). Right now, that isn't happening. Is this a bug or do we expect the user to be doing something else?

Of course you should be able to export and then import, and nothing should change.
But we need more specific bugs. What sheets cause problems, what objects are duplicated or fail to re-import.
