Bug Description
We're getting the error in the subject from PQM. From speaking to lifeless on IRC it seems this is an issue with bzrlib. This is a blocker for us being able to use PQM to manage the production branch of Launchpad.

Expanding on this a little.
config-manager supports the revno directory parameter itself, but we
shouldn't have multiple reimplementations outside the bzr core. It is
essentially an in-url revision specifier.
PQM needs to be changed to call $whatever API we put in place in bzrlib.
Using a regular revspec isn't really appropriate even though they have
been kindof overloaded to support urls - because we know we're merging
from a URL.
And it would be conceptually good to be able to land on a loggerhead
page with the same url and have it do something sensible, likewise for
other non-specialised protocols interacting with bzr data.
