Bug Description

This may be a general issue with Ubuntu Lucid on AWS, but it's somewhat creepy and we should know why a 100% idle system appears to be loaded:

top - 02:00:39 up 6:29, 1 user, load average: 1.20, 1.09, 1.24
Tasks: 94 total, 1 running, 93 sleeping, 0 stopped, 0 zombie
Cpu(s): 0.0%us, 0.0%sy, 0.0%ni,100.0%id, 0.0%wa, 0.0%hi, 0.0%si, 0.0%st

This appears to be a general issue with AWS servers. See: http://developer.amazonwebservices.com/connect/thread.jspa?threadID=12930 (Mercury running on rackspace cloud shows avg load of .07).

Per http://www.redhat.com/docs/manuals/enterprise/RHEL-4-Manual/en-US/Reference_Guide/s2-proc-loadavg.html, the 4th value is the number of currently running processes and the total number of processes.

CPU load is zero, htop and iotop confirm no activity on the system.

Temporary workaround that worked for me was unloading intel_ips module. Regardless of kernel version voluntary context switching on idle system dropped 10 times.
