Bug Description
This may be a general issue with Ubuntu Lucid on AWS, but it's somewhat creepy and we should know why a 100% idle system appears to be loaded:
top - 02:00:39 up 6:29, 1 user, load average: 1.20, 1.09, 1.24
Tasks: 94 total, 1 running, 93 sleeping, 0 stopped, 0 zombie
Cpu(s): 0.0%us, 0.0%sy, 0.0%ni,100.0%id, 0.0%wa, 0.0%hi, 0.0%si, 0.0%st

This appears to be a general issue with AWS servers. See: http:// developer. amazonwebservic es.com/ connect/ thread. jspa?threadID= 12930 (Mercury running on rackspace cloud shows avg load of .07).
Per http:// www.redhat. com/docs/ manuals/ enterprise/ RHEL-4- Manual/ en-US/Reference _Guide/ s2-proc- loadavg. html, the 4th value is the number of currently running processes and the total number of processes.
CPU load is zero, htop and iotop confirm no activity on the system.
