Bug Description

I have a .cache/notify-osd.log file, even though my XDG cache dir is set to be ~/Applications/Cache and all my other apps use it correctly. This suggests that notify-osd hardcodes .cache, which is naughty.

I can confirm this bug in the latest trunk. The use of ~/.cache is indeed hardcoded, in src/log.c. I'm attaching a branch containing the fix, I'm testing it right now.
