We are going to need `devscript` (debdiff) package installed in development environment for PackageDiff implementation.

After discussion on IRC with Tom we came to the conclusion that this is needed in the production boxes as it's necessary to run one of our scripts.

And that means the package will be added as a dependency of launchpad-dependencies rather than l-dev-deps as initially suggested.

Fixed in the dapper and hardy packages.
