cannot target series bugtask to a milestone?

Bug Description

In eg <https://bugs.staging.launchpad.net/bzr/+bug/385879> the "target to milestone" link for the bzr 2.0 bugtask is shown in ajax green, but is a non-ajax link to <https://bugs.staging.launchpad.net/bzr/+bug/385879/+editstatus>

If I click that link and then try to change the milestone, I get (Error ID: OOPS-1346S10)

ConjoinedBugTaskEditError: This task cannot be edited directly, it should be edited through its conjoined_master.<br />

OK, so there's a couple of weird things here:

It looks like there's some constraint on having only one task targeted to a milestone at a time?

Also it looks like clicking the text gives you the popup but clicking the (+) icon gives you a new page? If true, I'd say that's almost certain a bug (maybe a different bug).

After more poking, I can have two tasks targeted to milestones. There is some kind of constraint here on what's allowed without a failure occurring, but I'm not going to persist in working it out. It's quite reproducible.
