Bug Description
As seen on OOPS-1206D1022, OOPS-1206D1030, OOPS-1206D1076, and many others, it seems the +bugs page is taking a lot of time to render, and is timing out.

That page was doing this:
"SELECT Milestone.active, Milestone.codename, Milestone.
Which recalls *every milestone ever*. This is a little insane, but we're not seeing a regular timeout now, so I think some other change has fixed it; closing on this basis - we can reopen /open a new one if it does happen again.
