Better duplicate searching in Launchpad's own projects

Bug Description

Since we use separate projects for the different parts of the Launchpad application (Translations, Code, Bugs, Soyuz, etc) when someone is going to report a bug against Launchpad (the project itself) we should search all the projects belonging to the Launchpad project group to try to identify duplicates.

I don't know of any other project group it would be appropriate for. For example, if Thunderbird was using Launchpad but reporting a bug on Thunderbird returned suggestions from Eudora, Firefox, Seamonkey, and Sunbird, the suggestions would be mostly useless. The same applies to Apache, Gnome, and KDE.

Do *-backports projects get included in Ubuntu dupe checks? They should, I
think. That's the only case I can think of.

Unfortunately, Launchpad is currently incapable of knowing that Ubuntu and the various -backports projects are related (bug 30419). And if it did, they'd probably be handled as part of the same Ubuntu project, rather than as separate projects in a project group.

As Matthew pointed out later in https://bugs.edge.launchpad.net/malone/+bug/317258/comments/2, there probably are other groups of related projects using Launchpad:

   "Granted, ... Launchpad abuses multiple 'projects' for a single project, but I expect similar issues occur with bugs in Bazaar vs. Bazaar plug-ins, Xorg vs. individual video drivers, network-manager vs. wireless drivers, gnome-power-manager vs. the Linux kernel, and so on."

So although this bug is about better duplicate searching among Launchpad's own projects, it might be useful to think about implementing duplicate checking among related projects generically too.

Sigh ...

I don't think any such group collectively use Launchpad as a bug tracker.
The current need for user to understand Launchpad's internal architecture
to do this is user hostile.

This bug was fixed, for the purposes of Launchpad itself, by merging its projects into a single project.

If it's still valid for the Ubuntu backports case, rewriting it with details would be informative.
