Distribution Bugs search should suggest package-specific searches

Bug Description

1. At <https://bugs.launchpad.net/ubuntu>, search for "firefox crashes".

What happens: You get hundreds of results, some from firefox, some from libflash, some from thunderbird, some from firefox-granparadiso, etc.

What should happen: You get those results, plus introductory suggestions to narrow your search if there are package names matching one of your search terms: "Are you looking for: __bugs in firefox__? or __bugs in firefox-granparadiso__?"

This suggestion function should include a blacklist, so that you are not asked if you're looking for bugs in Auto Nice Daemon ("and") or The Hessling Editor ("the"), unless those words were the only search terms you entered.
