Bug Description
Add a user switcher d-bus API:
- Allow the display for a given user to be focussed, i.e. SwitchToUser(
- Spawn new displays if a user does not exist
- Allow the available users and the login state to be accessible by a user switcher application (use same API as greeters?)

This should add a new object into liblightdm - LdmSwitcher that provides all the functionality required for a switcher.
