FFE: Include libubuntuone mono bindings

There is a branch (https://code.edge.launchpad.net/~directhex/libubuntuone/mono-bindings) for adding mono bindings for libubuntuone. The branch is about to be accepted, but before merging it, I'd like to have a Feature Freeze Exception so that it can get included in the next libu1 releases to be uploaded for Lucid.

The bindings are part of the same package, so we'd just need to create a subpackage. as we already do with the Python bindings. These bindings are very important for the Banshee plugin the author of the Mono bindings is writing
