Bug assignment notification message does not special case self-assignment

Bug Description
This is a part of bug 97633. When someone assigns themselves a bug report this is not indicated in the new subscriber e-mail message.
Instead of receiving something like this:
'You have assigned yourself a bug task for a public bug'
When you are Sample Person you receive:
'You have been assigned a bug task for a public bug by Sample Person'
This would be nice to have but is not important as the rest of bug 97633 so it is being pulled out and should be addressed independently as time allows.
