Bug Description
In bzr we have the following release process (abbreviated)
make a signed source tarball
let binary distributors catch up
announce it
Launchpad is our preferred place to host the source and binary files for a release, but the release turns up in the project feed (not 'announcements' - the doap etc -, and changes what downloads users see immediately when we 'create a release', and we're *only* doing 'create a release' at this point to be able to upload the source and binary files.
So we'd like something along the lines of a 2-phase system where we upload stuff as it comes ready and when we have enough we toggle the milestone to a release, and that would:
- put it in the feeds
- change the list of things to download (at the moment between doing the source and having the binaries ready the 'download' box on lp:bzr is anemic, which isn't good).
This probably isn't all that clearly explained, its ~5am right now, so please ping me if this doesn't make sense.

I'll need to think about this. The model makes this feature request harder than it should be. I loath to hack on the feed since the DOAP needs an overhaul. I want this feature too so I have some incentive to fix this before I need to do another release.
