openpgp docco is confusing in the face of errors

Bug Description

As observed with a failure with the HKP server:

quote/
~$ gpg --send-keys --keyserver keyserver.ubuntu.com AAAAAAAA
gpg: sending key AAAAAAAA to hkp server keyserver.ubuntu.com; gpg: keyserver timed out

not sure what can be done, but the docs/feedback is kinda wonky:
https://edge.launchpad.net/+help/openpgp-keys.html says:
If successful, GPG will display a message similar to: gpg: sending key 12345678 to hkp server keyserver.ubuntu.com
but that is the message you get when there is a problem too
"If successful, GPG wont display an error message." (best i got)

covering for every exception may be a Bad Idea, but perhaps some guidance for errors may be useful or not??
