Bug Description

As a project owner
I want to be able to click a subscribe button on <https://edge.launchpad.net/bzr/+download> and then be sent mail when files are added or changed
So that I can monitor when new builds are uploaded by platform maintainers.

Arguably this should be on by default for project owners, but I think it's more flexible to just let anyone subscribe.

I really want to extend structural subscriptions to get notifications about changes to series, milestones, releases, downloads, and announcements.
