Code of Conduct is not linked from "Ubuntero: Yes" in user Overview page after LP ID change

Bug Description

After changing the Launchpad user ID, the new overview page shows "Ubuntero: Yes' but the "Yes" word doesn't provide a link to the signed CoC.

This is for the account at https://edge.launchpad.net/~tatica1/ whose previous ID was pavita.

A direct link to the older ID does not work (404). See https://edge.launchpad.net/~pavita/+codesofconduct
A direct link works (not 404) but indicates: "Not allowed here. Sorry, you don't have permission to access this page. ", EXCEPT for the persone that owns the account. See https://edge.launchpad.net/~tatica1/+codesofconduct

I am filing this bug on her behalf and can relay any questions.

Granted I have LP Admin privs but it looks fine to me. I see the link, I click on it, and I get to the https://edge.launchpad.net/~tatica1/+codesofconduct page which also looks good. The GPG sig also verifies.

ah ha. Ok, so with admin privs it works, and also for the person who owns the account, but it's not accessible to anyone else. The question then is, is this supposed to be viewable by the public. Guess this is a question for the registry team.

Closing as invalid because the correct behaviour is to show the link only to the owner.
