Importing translations buggy

Bug Description

The translations import is very buggy at the moment. Random errors are introduced.

- Imports fail with error messages which indicate random data is appended at the file end (line numbers much behind file end)
- Imports show too much imported strings
- Imports show error messages which cannot be verified in files
- Imports read only partial files

Altogether it looks as if either at the start or the end older/wrong/whatever files are appended and the imported.

Reuploading the same file again usually solves the problem.

I did that for JOSM project for about two month now and there was no improvement. Probably it has been worser this year compared to December.

We've noticed the problem: we are trying to figure out what the problems are. They have indeed started happening recently, and we get notification for every file import that fails due to this problem. Part of the problem is that failures are hard to reproduce systematically (i.e. sometimes just resetting status back from 'Failed' to 'Approved' as an admin makes the import pass).
