Allow merging of teams (and specifically merge ubuntu-doc and ubuntu-doc-lists)

Bug Description

Hello,

people/ubuntu-doc-lists was created as part of the migration of bugs from bugzilla, but it is not needed. Please could you:
 * merge the ubuntu-doc-lists team into ubuntu-doc
 * add the email address (mailing list) which is currently on ubuntu-doc-lists to ubuntu-doc

Is there anything else (like members, bugs assigned, etc) that you expect to be merged on this process or is it just because of the email address and to get rid of a team that is not needed anymore?

Yes, the bugs assigned/subscribed too should be merged too, if possible. Members shouldn't be merged, the ubuntu-doc-lists group has no members except for another group, which is erroneously a member.

What we can probably do is to merge everything from ubuntu-doc-lists into
ubuntu-doc, and then later you can remove this member you mentioned. At this
point we can't do a selective merge (and I don't think we'll be able to do
that in the future either).

I'll post your use case to bug 1281, to see what people think about merging
teams (this is something we haven't thought about yet).

A bit of background information: the ubuntu-doc-lists team was an automatically created account from the bugzilla import. From what Matthew says, it should be equivalent to the existing ubuntu-doc team.

The reason the techboard is listed as the owner of the ubuntu-doc-lists team is that we needed an owner for the teams created by the import, and it was decided to use techboard (the idea being that the tech board could sort out ownership of these teams at a later date.

So, all email addresses, bugs, packages, etc of ubuntu-doc-lists should get associated with ubuntu-doc.

The existing code for merging people should be able to cope with this, but we agreed on making this available only for launchpad admins, initially. We still need to figure out what to do with conflicting team members. For instance what happens if user Foo is an admin of ubuntu-doc-lists but is only a member of ubuntu-doc? I'd say that we should consider the membership of the team we're merging *into*, in this case, so in the example above Foo would still be only a member of the ubuntu-doc team.
