I got Forbidden page:

He is a member of ~bzr, which is the owner of the product. So -

 1- why can't he add it?
 2- maybe that error message should say "you can't do this because you're not a member of $foo"?

Right now the release's owner is the only person who can add files. That's crack. It's an easy fix to allow series and product owners as well.

That'd be good. Would it be possible for the generic "access denied" to give some indication of who can do the action? Or would that perhaps be a security risk?

Landed the permissions change in rf 4944. I'd be happy to add documentation to a page's help text, but I am having a hard time figuring out where to put it. Any ideas?

If the link wasn't in the Actions menu, it could be greyed out with an explanation underneath if you didn't have permission. In the meantime, how about the help tab for the release?
