AssertionError deactivating an account

Bug Description

As seen on OOPS-1600L610, an user got an "AssertionError: You can only deactivate an account of a valid person." when deactivating his account.

The user resubmitted the form. He does not understand that we cannot delete accounts, which is what he is trying to force LP to do.

PersonDeactivateAccountView requires a validate method that raises an error when the user ise already deactivated.
