Bug Description

There should be a "Search for People and Teams" link to https://launchpad.net/people on the top level page.

Why should there? There isn't a link to "Search projects" or a link to "Search PPAs" on the front page either. There's a single search field that searches everything.

Search does not search everything. It does an exact name match on a few things like a person and it searches pages that google can traverse

Now that I poke at it again, I can't figure out what exactly it was that I had trouble finding -- the single "universal" search bar on the top-level page does work fine for me. (Invalidate this bug at your leisure).

Additional ramblings...

Perhaps I was confused by the nifty statistics block underneath the search bar ("16,544 projects, 517,577 bugs, ..."). Could it also list the number of people and number of teams there in that block to point out that the search applies to them too?

Or perhaps I just thought it strange that there was an obvious link to "Create a new team" but no obvious way to browse the existing teams.

The global search page could offer to do specific search for users, teams, project, distros, and packages. This might be like the refined search links shown in pickers:
