Bug Description
Loading a project index page as an anonymous user OOPSes. See for example OOPS-1396EA105. This is a regression which is a result of the updates the bug subscription menu

This bug manifested itself in another fashion OOPS-1396EA55 shows that a test of the state of the menu caused the menu to fail. The page rendered correctly for logged in users.
