Create mailing list should not appear on deactivated lists

Bug Description

When a team has no mailing list, the link "Create a mailing list" is displayed.
After the list has been created, it says "Configure mailing list"
But, when the list has been *deactivated*, it says "Create a mailing list" again, which is misleading. It should either say "Configure .." or even "Activate ...". Also, it may make sense not to display the details of a deactivated mailing list or to somehow display it as deactivated (grayed out, for example).

Agreed, if a team has a deactivated mailing list it should say "Configure..."

I also like the idea of treating a deactivated mailing list like a non-existent mailing list UI-wise. In the case were I stumbled onto this, the team wanted to have the reference to the mailing list removed from the team page because they are using a different service. It confused visitors of the page to think that they needed to subscribe there.

The background here is that this is an "Ubuntu Translators" team. They are not really the translators, though, but the reviewers (and we are thinking of ways to make that clearer). Anybody can be a translator without belonging to a special team and not every translator (by far) should be a member of the reviewers team (called "Translators"). But translators are directed to this team page for advice and thus may falsely think that the mailing list mentioned there is for them to get information.

It is not possible to be Triaged and not importance be Unknown. Triaged means we know it's importance. This is low.
