Create a milestone is more common than register a series

Bug Description
A project's index page has a nice graph of series, milestones and releases. However, creating a new milestone is a hidden process, very difficult to find. On the project's index page there's a handy link under the graph to create a new series. It seems to me that creating a new milestone is a much more common activity than creating a new series, and so that action should be immediately available under the graph instead. Bonus for doing an ajaxy inline creation of a new milestone.

This related to bug 40497. In general fixing this on the +index and +series page will close both bugs.
The suggest solution is to add a series field to the form so that the user can select a series.
