Launchpad should be able to resize user uploaded images

Bug Description

In the personal profile (https://launchpad.net/~private-claudio/+edit) one can submit ones own picture. Launchpad demands this to be a picture of exactly 192x192 pixels. I expect a modern web application to scale pictures to the desired format and not force the user to create and scale itself the picture to the required size.

If you upload a square hackergotchi, the image should be scaled to the correct resolution, instead of erroring out.

One could use convert for this tool.

Converting the image to a specific number of pixels is painful for non-image-program-friendly people.

Surely you could scale the image, rather than just error out? Even if it was rectangular?
