please block bulk mail (quasi spam) from linkedin

Bug Description

Linkedin is one of several services that likes to send mail to every address in a user's address book. For example,

Hopefully they put a header on their mail and we can just drop it.

One way to fix this would be:
 * finish the incoming-mail feature flag scope work
 * add a flag whether mail is accepted or not
 * drop/reject mail from linkedin (but not from linkedin staff,
obviously), or perhaps 'bulk' mail (if it's flagged as such)

It might be easier to just ask LinkedIn to stop rather than commit to maintaining yet another technical feature. The opt-out process is described here:
